Access to information is important for people of all ages so that we can make fully informed decisions about issues that affect our quality of life. The number of visits to libraries and percentage of the city’s population registered as users have been chosen because they represent how many people have regular access to information through use of their library.

Local libraries are also important centres of local community information and activity. In 1997/8, 27% of the population were actively using libraries (ie were registered library users). This is the first year that this has been recorded so we will use this as a starting point to see whether access increases or decreases. However, there has been a decrease in the total visits to Coventry libraries since 1995. This follows a national trend and may be associated with competition from many other information sources such as Internet.
