1970-71.
He served as a councillor in
the town from 1960 to 1990.

Andrew’s parish church in Rugby at 11.30am on Thursday.
The Mayor and councillors will
process in robes to the church behind the hearse via Evreux Way and
North Street.
Traffic in the area will be
halted by police and the borough flag will be flown at half-mast.
Members
of the public are invited to attend the service, where Cyril Orland,
who is also a Freeman of the Borough, will pay tribute to Mr
Stephens’ record of serving the community
