Performance Indicators
1997/1998 - Coventry's PerformancePerformance
indicators let you know how well local authorities have performed over the past year.
Services which are measured in this way are decided by central government, and there is a
statutory obligation on all local authorities to compile and publish performance
indicators.
This year, we aim to build upon good practice by publishing 1996/1997 alongside
1997/1998, enabling the public to be better informed about our performance, and, for local
authorities, it permits year-by-year comparisons to be made on a service and national
level, helping to inform service planning.
In some areas we have performed well, in others, not so well, we want you to tell us
where we are not getting it right.
The city council has a number of standards which ensure a high quality and friendly
service is provided.
- All employees will wear an identity badge and will be polite, courteous and friendly
- Employees will use plain language and dress in clothing that is suitable
- Telephone calls will be answered within 10 rings (or 30 seconds) and enquiries will be
greeted in an appropriate manner
- Regular checks are carried out to make sure that the standards are met

Areas Achieving 100% Performance
- Social Services Identifying needs and Arranging Services
100% of all people receiving help from the authority were given a statement of their needs
and how they were to be met.
Social Service Residential Care
100% of adults going into residential care were offered a single room, respecting their
privacy, following departmental proposals.
Education School Meals
School meal services are available to all full time primary school pupils in local
authority schools.
Providing a Public Library service
6.7 books per head of population were issued by the citys libraries.
Providing an Educational Service
We are sending more on education with a total net spending per head of population on
education being £429.59.
Providing Social Services
We are spending more on our social services with the net expenditure per head of
population on social services, as follows;
Adults 65 and over £77.39
Physical disabilities £17.00
Learning disabilities £24.56
Mental health £6.94
Childrens Services £47.75
Other £3.59
Councillor Tony Skipper, Chair of Quality Policy Team said
"Coventry City Council is committed to performance monitoring in order to achieve
improved service standards. Many of our current performance indicators show an improvement
against those for last year and we will continue to build upon our strengths to ensure a
high quality of life for the people of Coventry. Where indicators show weaknesses in
performance the services will be investigated to identify how improvements can be
made."
NOTES
- It is impossible to measure the quality of services by these
statistics alone.
- Variations can occur due to the way performance indicators
are measured from one year to the next, for example, Audit Commission changes in
definition often explain wide discrepancies from one year to the next.
- The way a local authority performs is influenced by social
deprivation, changes in population density, age of population, language and cultural
differences, geographical differences, housing and historical differences.
- Councils make different choices about which services are
most important to local residents. Therefore, the priorities of councils may differ
from those areas highlighted by the Audit Commission.
- The Audit Commission determines the nature of performance
indicators and sets the timescales within which local authorities must publish.
