Coventry City Council has
announced the members of its new cabinet, which is the centrepiece of
the new political system.
Ten Labour councillors have
been chosen to take on specific portfolios, replacing policy co-ordinating
committees.
All other councillors will sit
on scrutiny committees monitoring the actions and decisions of the
cabinet.
There will also be policy
committees to advise the cabinet members and more frequent full
council meetings.
A standards committee will be
formed to discuss any trangressions by councillors. Committees that
cover judicial and regulatory roles, such as planning and licensing,
will continue to exist.
The changes are being brought
because of legislation by the government to make council update their
structures.
The new cabinet will be led by
Cllr Nick Nolan (Holbrooks), who will have responsibility for overall
policy and leadership, the community plan, and external relations.
His deputy, Cllr John Mutton
(Binley and Willenhall), will be in charge of internal and external
resources.
Cllr Kevin Maton (Whoberley)
is in charge of Social Services, covering children, families and older
people.
Cllr Tom White (Henley) is taking control of Community Well-being. The new
role will encompass health, action against crime, social inclusion and
poverty.
Cllr Jack Harrison (Lower
Stoke) continues in at the helm of CCS. His Community Services
portfolio also includes the Client Agency, street services and
information technology.
Cllr John McNicholas (Lower
Stoke) stays with the Environmental Services brief, which includes
transportation, Agenda 21 and also housing strategy.
Cllr George Duggins (Longford)
will cover Education Services. This portfolio includes schools,
post-16 training, adult education, young people and libraries.
Current Lord Mayor Joan Wright
(Wyken) has been given the Cultural and Leisure Services portfolio,
encompassing heritage, museums, archives, parks and sports and arts.
Cllr Bob Waugh (Westwood) will
handle the Development and Renewal brief. His portfolio will include
jobs, inward investment, development projects, planning policy,
community economic development and the city centre.
Cllr Phil Townshend (Lower
Stoke) is being given the Service Co-ordination brief, which will
cover area-co-ordination, best value, political liaison and other
one-off issues.
Neither former leader John
Fletcher, nor his deputy Arthur Waugh, who were replaced following the
election results last week were given a post.
All the posts, including that
of Cllr Nolan as leader, will be formally ratified at a meeting of the
full council on 18 May.
